Methods and Procedures
I have no memory or recollection where I obtained this small piece of wisdom. I only remember finding the text in the late 1980s.
One must avoid too much preoccupation with methods and procedures, lest little by little, they take control of the entire process of achievement, so that how something is done is more important than whether something is done; personnel become prisoners of the system, procedure is enthroned, and means triumph over results. If this happens, people seeking to obtain some permanent goal become obstacles in their own path to that objective.
